II.        Adoption/modification of Agenda

Moved Forsman, Seconded by Lague—Motion passed unanimously.
III.       Approval of 8.22.2010 Minutes
Moved Nicklay, Seconded by Turici—Motion passed unanimously.

IV.       Constitution & Bylaws Revisions Session 1 (see Rich Nicklay’s comments, suggestions and questions in email sent Friday)
Consensus that we will more to approve Articles I-5.  Some discussion about Article III, Clause 8 and whether or not we want to offer a second class of membership.  There was no action but an emphasis on ensuring that our focus remain internal.  Questions about why someone outside of NEA might want to join.
            There is an intention to add some language to Article IV, Clause 1 to stagger the terms of officers.  The proposal would ensure that the Chair and Secretary run in even numbered years and that the Vice-Chair and treasurer be elected on odd numbered years.
            By-laws indicate that we cannot take action on Constitution or Bylaws without the entire caucus hearing the changes at one meeting and taking


action at the second meeting. 
V.        NEA FAC Scholarship (Bob Lague)  Is fine for graduate.
Moved Lague, Seconded by Gibberman to give two scholarships for $500.00 after verifying enrollment of

Tom will notify the recipients.  Bob will send checks upon verification of enrollment.

Scholarship is available to undergraduate or graduate students pursuing an arts education.  They need not be in education.  The scholarship is intended to benefit the children/relatives of our members who are teachers.
VI.        Logo design contest (Jack Rowe to report on proposed criteria).  Tabled.  Tom called and emailed Jack and hasn’t heard back from him.  He will attempt contact again.
VII.      October Newsletter & Submissions 
ALL BOARD MEMBERS WILL SUBMIT A “SHORT” BIO & PHOTO for October


Newseletter.  The bios should only be 5-6 sentences long.  See Oscar’s bio from last time.

Deadline is October 1, 2010.   Dan, Debbie will focus on —Arts Competition for the Labor Movement—Fabric of Unionism, Pam & Bob will submit short articles for the newsletter.   Tom will write an article on the upcoming Regional Conferences and promote our involvement as an active caucus. 
VIII.    Update on internal and external communications and minimum responsibility of our board. 
            Members were encouraged to contribute to the website.  Very easy to do.  One need not write novels.  Please help us keep our site vibrant.
X.        Issues for RA 2011  NBI
--We are interested in interviewing NEA Candidates this year and offering endorsements.
--Each board member has been asked to think of a focus for questions that our caucus can ask NEA Candidates.  Deb Turici NCLB; Tom McLaughlin—License & Standards;
